Project Controls Manager - AviationSTV is seeking a Project
Controls Manager to join our Project Controls team at our Los
Angeles area location offices.Essential Job Duties
- Oversight of other TDIP Schedulers.
- Review project schedule submittals by Design and Contractor
Teams.
- Perform independent analysis of submitted schedules for Owner,
ensuring all schedule submittals meet or exceed the requirements
set forth by the contracts. These independent analyses include, but
are not limited to the review of:
- Preliminary schedules
- Baseline schedules
- Four week look ahead schedules
- Monthly schedule updates and corresponding recovery
schedules/time impact analysis/time extension requests (as
applicable)
- As-Built Project Schedules
- Facilitate coordination on interface issues between multiple
projects.
- Ensure submitted schedules follow LAWA project code and
activity code structure.
- Identify, understand and apply the relevant sections of the
contract to each claim.
- Perform complex schedule analysis and assist in identification
of risks, interdependencies across projects, and claims
management.
- Assist with change order and claims disputes.
- Complete analyses of contractor's delay claims and related time
impact analyses within context of the contract documents and
industry practice; examine the claim and actual schedule for later
or earlier completion; identify related disruption, acceleration
and recovery opportunities; and recommend apportionment of the
delay and/or acceleration and any additional associated costs in
accordance with applicable, accepted practices, such as AACE
International issued Recommended Practice No. 29 Forensic Schedule
Analysis (RP 29).
- Provide reports of analyses and briefing materials as required.
Develop reports that effectively communicate complex project
sequencing and/or forensic assessments.
- As applicable to particular claims, provide observations on
potential delay mitigation, related schedule issues, communicate to
team and recommend alternatives, if any.
- Develop and implement KPI's.
- Apply scheduling experience on large complex projects ($500+
million) throughout the project life cycle, including planning,
design and construction.
- Contribute to the advancement of LAWA's goals through
commitment to productive collaboration with all
stakeholders.Hardware/Software Knowledge
- Requires advanced use of Oracle Primavera software (mastery of
Primavera Project Planner Version 6.0 or higher required), along
with related software tools such as Schedule Analyzer, Microsoft
Project, Claims Digger, etc.
- Proficient in Microsoft Office Suite and Bluebeam.Professional
Experience Level/Other Qualifications
- 15 years or more of scheduling experience with 10 plus years of
reporting (milestones, interdependencies, etc.) in direct support
of an active construction program covering multiple projects and
varying project delivery methods.
- Direct forensic scheduling experience to support claims
analysis on large-scale, complex heavy civil, vertical and
horizontal projects (projects of at least $200M value and 3-years
or greater duration) particularly for assessment of delay claims
and potential owner's liabilities.
- Experience with various delivery methods, including
Design-Bid-Build, Design+CMAR and Design/Build.
- Demonstrated experience scheduling for multiple concurrent and
interrelated projects.
- Ability to effectively communicate technical and schedule
related information in oral and written form to non-expert
audiences.
- Ability to work collaboratively with other subject matter
experts and resources to support owner's evaluation of claims.
- Demonstrated ability to understand technical and complicated
construction program, contract and the ability to communicate
progress and findings to both technical and management-level
personnel.
- Prior experience in aviation and large transportation projects
is highly desirable.
- Proven accuracy, reliability and completeness in job
accomplishment.Education/Training
- Bachelor's degree in Engineering, Construction Management, or
another related technical field required.
- Master's degree in related field is preferred.
- Relevant Professional Licensure & Certifications are strongly
preferred.Element-Specific Requirements/Notes
- May assume other duties as required/needed.
- May be required to work past regular work shift.
- May be required to work various shifts as needed.
- LAWA will provide a desktop computer that can be VPN'd
into.
- Consultant MUST have a company-provided laptop computer. This
is required for company business and to VPN into LAWA system when
away from the office as necessary.
- Cell phone provided by consultant is required.
- This is NOT a work from home position.
- This is a salaried position based on 40 hours per week at the
applicable all-in labor rate.
- This is a Monday-Friday full-time position in the office or on
the project site at LAX.
- After hours or weekend work may be required to perform the
duties of the position. This shall be considered part of the
salary.
- Transportation to/from LAX worksite is the responsibility of
the consultant.Compensation Range: $137,697.82 - $183,597.09Don't
